The IV International Seminar on the Culture of Lawfulness and the Fight against Corruption: Analysis of the State Anti-Corruption Plan (2025) is designed as a high-level academic gathering oriented toward the critical, interdisciplinary, and applied analysis of the new institutional public integrity strategies promoted in Spain within the framework of the State Anti-Corruption Plan approved by the Government in the summer of 2025. This Plan, structured around five pillars and fifteen measures, represents a strategic roadmap intended to strengthen the prevention, investigation, and sanctioning of corrupt practices, moving toward a Public Administration that is more ethical, transparent, and resilient against one of the most serious threats to contemporary democracy. Among its most notable measures is the creation of an Independent Agency for Public Integrity, conceived as the central body for the supervision, prevention, and prosecution of corruption within the General State Administration.

The meeting is organized around thematic panels that combine theoretical reflection, specialized academic contributions, and direct institutional participation.
