COLLABORATIVE INSTITUTIONS

 

16 SDGs This research network addresses, in line with the United Nations Sustainable Development Goal 16, the challenge of creating legitimate, effective, and inclusive institutions that are accountable and fight corruption from the premises of the Culture of Legality.

The Research Objectives of the Program are specified as follows:

  Theoretical/Scientific Objectives
1 Promote the improvement of interdisciplinary knowledge on the theoretical, conceptual, and methodological issues that shape the Culture of Legality.
2 Advance and support the debate on the foundations of proposals for democratic regeneration and mechanisms for the prevention of fraud, corruption, and conflicts of interest.
3 Contribute to the diagnosis of threats and weaknesses in the Spanish institutional framework in the face of the challenges of managing the Next Generation Funds.
4 Collaborate in understanding the differentiated impacts of corruption on gender equality and women’s empowerment, necessary to strengthen democratic governance.
  Practical/Normative Objectives
5 Apply theoretical and empirical approaches to the practice of public and private institutions affected by the demands of the Culture of Legality and the fight against corruption.
6 Contribute to the identification and measurement of corruption risks and institutional deficits and propose the implementation of measures around the four elements of the “anti-fraud cycle”: prevention, detection, correction, and prosecution.
7 Provide tools to certify bias-free algorithms that ensure integrity in public administration decision-making through the increasing use of artificial intelligence.
8 Develop legislative and institutional proposals that integrate international standards on the protection of corruption whistleblowers and corporate compliance.
  Objectives for Value-Generating Transfer
9 Lead training processes for highly qualified personnel to implement anti-corruption policies and plans in public and private institutions.
10 Foster the dissemination of initiatives and measures for addressing corruption risks and of guarantees in their implementation.
11 Promote innovative outreach to raise awareness of corruption phenomena and stimulate public deliberation on their characteristics, etiology, development, and prevention.
  Strategic Objectives
12 Consolidate an academic multidisciplinary research network on the Culture of Legality and the fight against corruption and contribute to the development and strengthening of the academic spaces involved in it.
13 Strengthen the consolidation of the Network as a national and international reference in the field, capable of competing within the pillars of the Horizon Europe Program to carry out EU R&D&I policies.
14 Promote citizen understanding and the involvement of civil society and social media in the fight against corruption, as well as in good governance mechanisms and institutional streamlining for the proper functioning and political and economic development of democratic societies.
